Conference on "strengthening cooperation and implementing FNG aid program of Quang Tri province, in the period 2020-2025”

Conference on strengthening cooperation and implementing foreign non-governmental aid program of Quang Tri province period 2020-2025 was organized by Quang Tri province in collaboration with the Vietnam Union of Friendship Organizations in the morning of October 2, 2020, at Sai Gon - Dong Ha hotel, Dong Ha city, Quang Tri province.

This is one of the tasks in the key work program of the People's Committee of Quang Tri province. The conference was chaired by Mr. Hoang Nam - Deputy Chairman of Quang Tri PPC and Mr. Phan Anh Son - Vice President cum Secretary General of VUFO, COMINGO Vice Chairman.

The conference got the attendance of nearly 200 delegates from the Ministry of Foreign Affairs, VUFO, PACCOM, representatives from foreign diplomatic missions in Vietnam, international organizations and FNGOs, international donors, expatriates, and managers of NGOs with offices and programs in the province, representative leaders of Thua Thien Hue, Quang Binh DoFA and VUFO, member of Standing Committee of Provincial Party, leaders of Provincial Party Committee, National Assembly Delegation of Quang Tri province, People's Council, People's Committee, Vietnam Fatherland Front Committee of Quang Tri, representative leaders of local departments, sectors, and local and central media and press. The conference took place in the context that FNG aid mobilization of Quang Tri province period 2014-2019 ended with many outstanding results based on the orientation of National FNG aid program and Quang Tri FNG aid program. At the same time, Quang Tri Provincial People's Committee issued FNG aid program period 2020-2025 in order to continue the implementation of FNG aid mobilization following new orientations.

In period 2014-2019, Quang Tri was one of the outstanding localities in attracting and mobilizing FNG aid nationwide with 226 programs, projects and grants with a total committed value of approximately 100 million USD. Quang Tri province has cooperation with 67 FNGOs and international organizations. In addition to maintaining relationship with traditional organizations and partners such as: PTVN, MAG, NPA, CRS (in the field of landmine/UXO recovery); World Vision International, Plan International, MCNV (in the field of development assistance), Quang Tri have actively searched, connected, and contacted to establish relationships with a number of other organizations and sponsors such as USAID, KOICA, Irish Aid, ODC, Embassy of China ... and some NGOs such as Medipeace (Korea), Project BOM (Korea), PVF (USA), GCS (Korea). The average number of new projects and non-project aid is 38 projects/year. In which, 2017 was the year with the highest aid value with more than 30 million USD. Assistance in the field of overcoming legacy of war, supporting economic development and solving social problems has been very effective. FNG programs and projects in this period made significant contributions to poverty reduction, in line with Quang Tri socio-economic development priorities and orientations. In addition, FNG programs and projects have also contributed to build capacity for Vietnamese partners, enhance understanding and expand friendship between Quang Tri people and international friends.

Mr. Phan Anh Son - Vice President cum Secretary General of VUFO, COMINGO Vice Chairman made an opening speech at the Conference saying that the number of FNGOs cooperating with Vietnam has increased up to more than 1,100 organizations, of which about 500 organizations have regular activities in Vietnam. The average value of FNG aid disbursement to Vietnam in the last 5 years reached $300 million/year, focusing on health, education, economic development, poverty alleviation, environmental protection, emergency aid, solving social problems... At the same time, he acknowledged and appreciated the efforts of Quang Tri authorities in FNG aid mobilization. Quang Tri has always been one of the best provinces in mobilizing aid and has brought positive effects to the fields of overcoming war consequences and developing local socio-economic development. As a co-chair of the Conference, Mr. Phan Anh Son hoped the FNGOs and donors to continue to expand programs and projects with larger scale, higher value, more effectiveness, as well as exchange lessons and experiences in recent years to strengthen cooperation with Quang Tri province in the coming time.

The conference has 2 sessions with 10 presentations of agencies and units in the province and representatives of international and FNGOs, international donors. In the discourses, the speakers focused on mentioning and clarifying 2 topics to strengthen cooperation between Quang Tri province and its partners in the period 2020-2025 in the fields of socio-economic development, climate change response and overcoming the legacy of war, addresing social problems. In addition, the delegates discussed and commented enthusiastically about the presentations as well as giving suggestions and recommendations for the Regional socio-economic development program for ethnic minorities in Quang Tri province, the Center for Professional Rehabilitation to support the training of rehabilitation health workers. At the same time, new cooperation such as: Support Local businesses, Public Administration...were proposed.

The conference witnessed the commitments and the signing of cooperation agreements between Quang Tri province and 6 organizations: MAG, PTVN, Plan International, Zhishan Foundation, Project Vietnam Foundation and Medipeace with total non-refundable funding of 51.8 million USD, equivalent to about 1,200 billion VND, of which the funding committed by United States Agency for International Development (USAID) was 8 million USD equivalent to 184 billion VND.

Making closing remarks at the Conference, Mr. Hoang Nam - Deputy Chairman of Quang Tri Provincial People's Committee expressed his gratitude and appreciation for the support of the Party Central Committee, National Assembly, Government, Ministries, and Central agencies, the attention and leadership of Standing Committee of Provincial Party Committee, the important assistance from donors, foreign diplomatic missions in Vietnam, international organizations, the close cooperation of FNGOs. He also acknowledged the effective participation and coordination of agencies and localities in the province and the consent and support of the people in the implementation of FNG programs and projects. At the same time, he affirmed the consistent policy of directing local authorities to create the most favorable conditions, close cooperation with NGOs and partners to have FNG aid implemented for the right purpose.
On this occasion, Mr. Vo Van Hung - Chairman of Provincial People's Committee awarded Certificates of Merit to 10 typical organizations and 11 individuals including Department of Foreign Affairs and 02 individuals for their outstanding achievements in mobilizing FNG aid, period 2014-2019.

In the framework of the conference, delegates visited a number of programs and projects in the field of development assistance and overcoming legacy of war in two districts of Dakrong and Trieu Phong on the afternoon of October 1, 2020.
